NHS England - 1st April 2026
This article outlines the changes in EXACT introduced on 1st April 2026.
Ethnicity Updates
The following ethnicity options have been added, with Ethnicity Not Stated and Patient Ethnicity Unknown replacing the current Patient Declined option.
- White: Gypsy or Irish Traveller
- Other Ethnic Group: Arab
- Ethnicity Not Stated
- Patient Ethnicity Unknown
Additionally, further descriptive text for the patient-facing ethnicity options have been added.
Updated Patient Portal forms will be updated for 1st April 2026.
Updated Clinipad forms will be rolling out soon.
Band 2 Updates (England and Isle of Man)
Fissure sealants are moving from Band 1 to Band 2.
Fissure sealants and pre-formed crowns will be included in the count of restorations/extractions used to calculate the sub-band.
Fluoride Varnish by Nurses
Fluoride Varnish will be allowed to be provided by Dental Nurses for patients under 16.
We have released a new service to accommodate this change: FLUOR-NURSE (Topical Fluoride Application by Dental Nurse for Children), in which 0.50 UDAs will be awarded.
Should the claim contain any other treatment, it will be rejected.
Dental Nurses must be set up in EXACT as a provider, with their DCP Type set to Dental Nurse.
Should their provider Type be set to Extended Duty Dental Nurse, please note that this will show as a Dentist type. This will also allow them to set up an appointment book column.
Once the NHS have provided the Dental Nurse with their NHS details, the Performer Number, Pin and appropriate Activation Date must be added to the NHS Details tab of their provider account.
They can then be added to the practice's NHS contract accordingly.
Urgent Banded Treatments
Urgent or unscheduled care treatment will continue to attract a band 1 patient charge.
However, UDA's awarded will reflect £60.00 for claims on or after the 1st April 2026. This will be calculated using the notional UDA value for the contract.
Due to EXACT not having contract values stored, an average UDA value of 1.6 UDA's has been applied for urgent treatment in the short term.
This will be automatically updated as soon as the NHS return a payment schedule for urgent treatment. The schedule will inform EXACT of the practice's UDA value for urgent treatment and apply it from that point onwards.
As per existing logic, urgent or unscheduled care treatment will be rejected if entered on a Band 1, 2, or 3, Regulation 11, Charge Exempt item, Care Pathway (Delayed until June 2026) or Orthodontic claim.
| Note: Isle of Man will continue to use band 1 patient charge and 1.2 UDA's for urgent treatment. |
Denture FP17/O Data Set Category Split
The data set category of Denture Additions/Reline/Rebase will cease to exist and two separate new categories will be introduced, and this applies to all contracts.
- Denture Relines/Rebase
- Denture Additions
Please ensure you assign any services with the Denture Additions/Reline/Rebase data set category to one of the two newly created categories shown above.
Denture Additions, Modifications and Repairs
Denture additions or modifications will attract an additional 2 UDA's if charted alongside other band 2 treatment on claims on or after the 1st April 2026.
Denture Repairs have increased to 2 UDA's, but still do not have a patient charge.
Address Lines
NHS claims will require 2 address lines and a postcode from 1st April 2026, with EXACT warning appropriately if not entered.
Should a patient not have a permanent address, enter "No fixed abode" in both address lines and use postcode ZZ99 3VZ.
The following NHS numbers can also be used:
- 1111111111 - Non-registered UK resident
- 2222222222 - Non-UK resident
- 3333333333 - Data sharing consent not given
- 4444444444 - NHS number not found (Only to be used when a number is not accessible from NHS lookups, and not if a patient has a valid number and they don't know what it is)
